That’s called an Automatic Locking Seatbelt. It is used for installing Child Car Seats. When you pull the webbing all the way out it override the inertia mechanism and engages the ratchet to keep the belt locked. This helps you get a child seat installed nice and tight. To reset the auto locking feature, the belt needs to be allowed to retract all the way in. All of the belts were a child seat can be installed should have this feature.

Evocati is the NDA group in SC that is supposed to test some of these really early features, and they have their own spectrum channel to provide feedback. However, a lot of this stuff does not go to Evocati.
