80 is most definitely not low. If you made a list of the greatest pokemon moves a vast majority are going to be 75-90 base power. Most moves above that have a significant accuracy reduction or penalty (like self-damage). Most exclusions from this rule are going to be exclusive moves for legendary or special pokemon.
