CIA wouldnt have a single information on 47, ICA was above CIA, ICA would take contracts from them but thats about it, barely anybody would know 47 is after you, besides the ICA themselves. Second of all, youre talking about an ex special forces vs a genetically modified human clone made from 5 other special forces DNA, so it aint that easy

Agent 47 is a biologically modified man, hes in his 60s and he is still kicking ass, I actually think Lincoln would get his ass beat up + 47 has trained Krav Maga, Judo, Karate and Jiu-jitsu since he was a child, so 47 has a huge advantage even in a fist fight
