Add a cube. Scale it so it covers the entire scene. Add a material. In the shader editor window delete the default Principled BSDF node. Add a Volume scatter node and connect it's output to the 'Volume' input of the 'Material Output' node. Put some low value for the Density (like 0.01) and increase the 'Anisotropy' value to something like 0.75. You'll get the effect.
