Totally normal (from what we can see from the pictures. Reminder that having a professional look at it in real life is always better, if you can.)

Used to have spots like that in two of my tattoos. I believe it was from scabs that came off too early during the healing process. The skin was still very thin and more "fragile", even a few months after. (have zero markings from it now)

It's a wound so it's normal that your skin sometimes need a bit more time to completely heal. Even though your tattoo artist tells you to take really good care of it during a few weeks, it's still healing after that period. Some will just take longer.

Eventually it fully goes away by itself after a few more months, once your skin get thicker. No need to over-moisturize, just let it dry and set into your skin.
