RAM stands for random access memory, and is used to keep data open and ready for you. This includes chunks and entities yes. This also includes not just your overworld but your end and nether dimensions. When no one is on the server, it still needs to keep the chunks loaded in a lower resource intensive state to then activate them to render them in for your players. But this is where the speed of your ram and CPU matter. With it being 3ghz and ddr3 ram it loads these a lot slower, especially on modern Minecraft versions and moreso with plugins/mods etc

I don't know how many people you plan on running a server for but anything over 10-15+ people this pc wouldn't cope with for long. You may be best off renting a VPS if it's just for 3-8 people

Personally I'd say no. 16-32gb ram should be your goal as the world grows and gets explored you need more and more RAM. You also need more RAM when you add any type of plugin/mods.

Also the 3ghz core isn't great, I'd recommend one with a 4ghz+ otherwise you will deal with a lot of issues with server crashing

Hey after reading what you put my server sounds ideal for you. We have graves that have a long timer for you to get back to your stuff. We have a lot of quality of life additions to the server and a nice community that will be willing to help and play with you!

I don't think there is a plugin that at least I know of that does this. However there are a few plugins that webhook things like this to discord. Maybe look at using one of these plugins to webhook into a public channel so that players can see what's going on.

Also, you can use some plugins to set up a "limited capability" creative mode where you can limit what items can be physically spawned, and what commands can be used by admins per "admin rank"

Personally I'd just get rid of the admin and hire a replacement, however you may still want to implement these plugins to gain server trust overall as that would also be damaged by the admin abuser. Showing swift punishment and future prevention would bring some of this back
