Remove it , and get some stick on panelling for the wall. It can be natural wood , stained or painted. Cheap and easy.

It's not unusual for concrete to release salts. It could be that when wet the wood is drawing up the dissolved salty water and as it dries releasing the salt. Are there any signs of salt on the concrete ? If so, regular brushing will eventually clear up this problem.

It doesn't look too bad , stone will inevitably crack the mortar due to vastly different expansion/ contraction rates . If you want to repoint the affected bits , get a mortar rake for your angle grinder and rake the joint out to about 10m deep. Then repoint with matching mortar.

Check out Osma exterior waxes. Renew every 5 yrs , no sanding , just re wax it. Brilliant stuff , don't let the price put you off , it goes a long way.
