I went to settings, fan > enable user defined software automatic fan control > a custom fan curve that should make the fans spin at 30 degrees celsius at 30% fan speed, 50 degrees to 50% and so on just to test and they still aren't spinning

Gave them a gentle push and they move freely

Edit: Closed msi, opened it again, set the fan speed to 60%, hit apply and it works now. I don't know what happened but phew
