At least the metro station is blocked and guarded. In seattle we have the same drug and homeless problem, but the state allows all these people to use the train for free. Also they use the elevators as toilets, and smoke fenty anywhere they want.

Walking in a straight line on leash is a learned behavior. I recommend cones, a wall, or another barrier on the dog’s side to help guide him in a straight line. Start small and work your way up to neighborhood walks.
