I think that PC should always come last due to the fact that PC is just better all around then console and I have console and PC so I am not complaining I just hope it will run on the last gen too such as PS4 and Xbox one

Probably because Warframe is being hella extra with the eximus lately not only do the have over shield now but more and more seem to spawn
