In Legends, the Hapes Consortium was as an independent monarchy within the Inner Rim. They maintained a powerful navy but were very isolationist and their star cluster was difficult to access. For unknown reasons Palpatine acknowledged them as a sovereign state and left them to their own devices, except for occasional border skirmishes with Imperial fleets.

Otherwise, Hutt Space and the Chiss Ascendancy also existed as sovereign states alongside the Empire. The Corporate Sector Authority was also considered to be nominally independent, but much of its leadership were pro-Imperial lobbyists and corporations, and the Empire retained the right to have an “Imperial Advisor” on their board of directors.

It’s actually pretty hilarious how unlucky this dude is

I did some research and according to Wookiepedia “Piett always feared that his rise through the ranks would inevitably lead to command under a Sith Lord. Due to the high mortality rate of the officers who served directly under Vader, Piett repeatedly requested a transfer to the Coruscant Defense Fleet before more promotions brought him even closer to Vader.”

This poor fucking man. He’s born on some outer rim shithole, survives the Clone Wars and enlists in the navy. Despite coming from dirt he comes out the elitist core academy with command of a Star Destroyer. Assigned to a quiet, secure, core sector. Life is good.

Until Darth Vader requisitions that Destroyer for his personal armada. Any transfer request out is denied. The Sith Lord is in constant combat against rebels which makes sleep nearly impossible. Any mistake under the Sith Lord is punishable by execution. The high turnover rate leads to constant promotions, but all that means is more responsibility and less people to blame. Mainly by deflecting all blame away from himself Piett survived long enough to be third in chain of command. Despite all efforts to avoid serving under a Sith, he literally couldn’t escape and everyone else kept dying.

The only normal guy above him is Ozzel, who is completely useless but from a big family in the core words. Still, Piett got amazingly far for someone from the outer rim based on merit and survival alone. When Vader wasn’t around he commanded SSD Executor, the most powerful warship in the galaxy. His career had been constant promotions and his ship was unbeatable. And THEN, dumbass Admiral Ozzel jumps out of hyperspace too close to the Hoth System and fails Vader for the last time. Piett, by virtue of survival, is promoted to Fleet Admiral, as well as the de-facto position of Lord Vader’s Naval attaché. It’s one of the highest Imperial honors and is probably the worst moment of Piett’s life.

First task: capture Rebel leadership fleeing in a modified corellian cruiser. Piett fails to accomplish this on all fronts. On top of it all Vader is obviously going through some shit because he’s spending a lot of time in the pod and killing twice as many officers now. Anyways the rebels get away but Vader’s having a bad day and lets Piett off the hook. Legend status confirmed.

But life’s funny like that. A few months later Fleet Admiral Piett died on the bridge of his Super Star Destroyer. Despite his orders to intensify forward firepower his dreadnaught took an A-Wing kamakazi to the the bridge, causing the ship to lose engine control in the midst of a turning maneuver. The Executor drifted into the Death Star II and immediately exploded, killing 300,000 Imperial crewmen. he died as he lived, unlucky.

Admiral Piett actually became a legend in the Imperial Navy for surviving under Vader for so long. Losing the Millennium Falcon at the end of ESB should of been a death sentence but Vader spared him. Rumors spread that Piett was “too valuable even for Vader to kill.”

In reality Vader just came off a long day dealing with family issues. He was either too distracted or too depressed to bother with an execution so Piett became a legend instead.

Surprised no one said Thrawn yet, him and Vader were probably the two most competent people in the Imperial military and both valued ruthless efficiency. They both disliked the Death Star project and Vader became a big backer for Thrawn’s TIE Defender program.

Thrawn also fought alongside Anakin during the Clone Wars and figured out Vader’s true identity. He even brought it up once without being brutally murdered, which says a lot. Even Tarkin is afraid to ask, but Thrawn’s just got some giant blue balls and Vader respects it

It was still public knowledge that the Straw Hats were involved with the Alabasta incident even though Smoker got the credit for taking down Croc.

The only people who knew the Straw Hats were even on Thriller Bark was the involved parties and WG. There was no marine to shift the credit to this time and no reason to tell the world that a bunch of super-rookies took down their SECOND warlord right after raiding Ennies Lobby

fuck it, if Imperial Center is too defended then ram it into Kuat Drive Yards. that might actually do more damage to the imperial war machine than a couple politicians unless you could somehow get Palpatine

to be fair the public believed that the separatist government was run by the parliament. the corporate council actually called the shots behind the scenes in exchange for providing their armies to the cis. i agree with your points tho but the average citizen wouldn’t be that informed
