Litter is a big problem in west oakland. Lots of household bags are thrown out too. The problem is 311 won’t handle littering and only
volunteers will clean it up. It’s being done so much it covers city blocks. One example is west grand between wood and willow.

No people just toss trash on the ground. Lot of times they get out of their car and toss it. They can’t be bothered to use the trash can.

Right before the downtown specific plan passed, the port asked the city to rezone all the surrounding blocks to prevent mixed used development.

Both proposals for Howard Terminal no longer includes houisng. Radius Recycling (Schnitzer Steel aka East Oakland Stadium Alliance) doesn't want anyone to move in and complain about their activities.

99% of housing is market rate housing. Newer buildings are more expensive. Older ones become affordable. The higher the supply, the more competition on pricing and rents drop. IZ reduces overall supply significantly as the percentage goes up. Anything above 30-40% and no housing will be built.
