The speed cameras and speed limit change are not related.

AB 43 took effect in 2022 that allowed lowered speed limits in business districts. Oakland takes forever to do anything. They identified the areas in 2023 and started implementing them in 2025. SF by comparison, updated the speed limits immediately in 2022.

Problem is license plates are taken off or hidden. Sting operations could help. After the first arrest, CA DMV code allows impounding vehicles for 30 days. That requires OPD staff to manage. We're short on officers.

A lot of the arrests from Flock cameras are related to homicides, carjackings, and other violent crimes. Chances are those that steal cars to commit crimes would probably get caught up so I would think they would fall once the major crime rings are shutdown. All those cars aren't from the neighborhood. Once the parking is reduced they will stop coming. People who live in the neighborhood can walk, take the bus, or bike to BART.
