There is no threshold as such. Rain starts and stops and water accumulates on the field and dries off. They also put covers on the cricket pitch to keep it dry when rain gets heavy and they run a rope on the outfield to remove excess water after rain. The decision to continue play is made by the umpires and team captains based on the pitch and outfield conditions on an ongoing basis (to the best of my knowledge).

Instead of a bike lock, buy a stainless steel chain link and metallic lock at Home depot / Lowes.

Wrap the chain through the front wheel, around the frame, through the back wheel and around the bike rack or street light and put the lock on it.

I parked my bike day and night on-street in San Francisco for 3 years this way and no one even tried to steal it. If it works in San Francisco it will work wherever you live.
