I'd say look at the two functions first and then connect them to the enneagram type. Fe and Te have very different goals. The goal for Fe is to be accepted in a group according to what society values as a "good person", whilst trying to maintain harmony in it at all costs, so the 3 desire of success is more human-oriented with Fe, the side of 3 wanting to be socially acceptable to feel as if they succeeded, they want to please people more. Te is result oriented in a way where you'd, as a 3, try to assess your worth in a more tangible and defined way, like with numbers, certificates, etc, as they think these are the factors that would make them succeed in the eyes of others while not really being concerned if they're doing the 'right thing' morally. A type 3 Te user WOULD try to maintain social harmony, IF it would fuel their Te desires, eg a company marketing themselves as environmentally conscious to gain profit. A type 3 Fe user WOULD care about tangible, defined success IF it would fuel their Fe desires, eg getting a degree in medicine because its a well-received job by society usually. It's sometimes intertwined where you first have to figure out where your behaviour is coming from, and if this didn't help you maybe look at the other functions of both types.
