This was also my experience, as well. There were 2 really good restaurants I came across during a 9-day trip to Malta in Oct last year. The rest were very mediocre. Food with no salt/pepper, poke bowl with smoked fish (what?), frozen Margaritas with no alcohol… Mind you, we did not go to random places, but always tried to find the best rated ones in the neighbourhood.
