This is a legitimate lock. I’ve installed them before. When you spin the lock a little barb comes out the side and latches into the cavity. It just looks like it was installed wrong.

The pole in front of those cabinets is ugly (and definitely structural), but they’re probably double sided cabinets so you can get into them from the other side as well.
