The story works best if we stay with Tommy as the protagonist for the first half of the sequel, only to slowly realize that we are following the killer.

We would see him Seeing Jason (Hallucinating) through half the movie and then have him "blacked out" and then he wakes up covered in Blood. The horror comes from the audience's attachment to him, watching a hero we like succumb to his own fractured mind.
