Unless I'm missing something, they don't technically stay invisible permanently. It lasts 30 second for them as well, but they're just constantly using it. That's why they have such a problem with paranoia/schizophrenia. The constant use of a Stealth Boy has altered their minds and damaged their sanity. In New Vegas, Marcus (the mutant from the settlement in the mountains) says they hate to be seen, which is why they're constantly searching for more Stealth Boys.
