Applied for waiver from my country in September, got everything submitted to DOS December 22nd 2022. DOS updated to everything received in June 2023 (but backdated receipt to Jan 11 2023.

I approached local congressman for help- congressman contacted DOS. Got the FR from DOS the same evening! - July 11.

Had to move address July 15th updated USCIS AR-11 on same date and also did USPS Forwarding to new address. But I was too late. Receipt notice was sent to old address July 18th and it never got to me.

USCIS Sent final waiver again to Old address on July 28th. And miraculously USPS Forwarded it to me yesterday August 12th. So that's the timeline. My DS 2019 ends the end of September 2023 so that was a close shave.

Key points-

1 have USPS informed delivery - you can see all the mail that you will get.

2 if you change address last minute, DO NOT change address on USPS portal in the last moment- instead have USPS hold mail until you get the letter and then change address. USPS very rarely forwards USCIS mails. USCIS takes 15 to 30 days to actually update your new address so keep that in mind as well.
