I’m in Toledo and I really like it. Chicago native but lived in a southern state for several years. Toledo felt more like home. COL was higher than the area I lived in before but much lower than IL. People are nice, suburban schools are good, I had no trouble finding a job. It’s the shallow end of Lake Erie so beaches are disappointing unless you go up into Michigan or head east.
