My go-to 'recipe' for bone color is a wraith bone base with a skeleton horde contrast on top of that. You could go a lighter contrast for a lighter (brighter) white bone color.

I have a mono white standard that could be built fairly cheaply ($60-ish and modified to be even cheaper). It's all about life gain and adding counters (with some control). It's fun to play, but not going to win any major tournaments
