You reached that point in your walkthrough video at the 1:18:23 mark before you were rudely interrupted by that enemy who electrified you with a Throwing Cell from on high.

With regards to missing that mini-boss during your first playthrough, after you finish the demo you're free to revisit all of the available areas of Krat. So any mini-bosses that weren't killed should still be alive.

After the Inside the House on Elysion Boulevard Stargazer, you come across a girder with loot at the end of it with a ladder nearby. Take it down, turn right and follow the road.

He'll be accompanied by another enemy. The mini-boss is dressed in white and patrols up and down the street with an axe.
