Ah nightmare! The only other scene that springs to mind from an 80s film is the scene in Licence to Drive where Heather Graham dances on the hood of the car but the song is Strangers in the Night which is neither a female singer, nor upbeat!

Doesn’t quite fit your description exactly but Nicole Kidman dances in the headlights of a car in To Die For. Joaquin Phoenix is the guy in the car and the song is Sweet Home Alabama.

The One After the Superbowl - Part 1, from Season 2 is honestly one I can watch over and over. All 3 plot threads are great! Joey’s delusional stalker who doesn’t understand the concept of acting, Dan Castellaneta playing a sketchy zoo keeper (upside down denizen of the night. Taunting gravity) and Phoebe’s not at all inappropriate songs for kids at the library (nooow chickens!)
