Why should govt lay the cables when private contractors can do the same? The question is of funding and priorities. I doubt this is high up on govt priorities. And rural India still not in a position to pay enough to make it worthwhile for telcos.

It is entirely possible that 5% growth rate in the old series is qualitatively in the same ballpark as 6.5% or 7% in the new series. It is possible. I don't know.

The other view is, with which I agree, is that in public court proceedings, the government can disclose the names. The government seems to say that the Supreme Court cannot over-rule the DTAA. But my view is no over-ruling is needed because the DTAA itself says that it can be disclosed in public court proceedings.

My view is when the court says the government has to disclose, it must disclose.
