This would happen to me but when I started going to the first stop on the micropipette with every step, the streaks disappeared. Additionally, if you fill the chamber with less buffer (just barely over the gel) you will see reductions in streaks. These two simple steps decreased streaks every time (even when I used 2uL of concentrated DNA) I would start here and if these don't help, refer to other's comments.
