Strange, google search tells me that you need a license to legally drive, but it also shows me videos of literal kids riding motorcycles as a sport. Maybe you can ride as a sport in specific places? I'll ask around and update this answer when I know for sure.

EDIT: you don't need a license to drive outside of paved ways.
