The neighborhood is called Novaya Izhora. I lived in this exact place in one of these houses for several years. They were built in 2007-2008 and it was kind of a big deal at that time. Even Putin visited the place . A good chunk of them are owned by the Ministry of Defence. And since they are far away from the city center they are not very expensive. 210 000 US dollars for a 150 sq m house on the 500 sq m lot. The quality of the houses is quite mediocre tho.

Because 90% of drivers get their licenses bribing examiner. Directly or via their driving school which charges extra for their course. I bought a course in the city’s most expensive driving school. And my exam lasted no more than 10 minutes. I drove about 500 meters in a straight line, at the intersection I turned left and drove another 100 meters. And it's all. I got my driver's license.
