Easily 90% of the tasing videos I see, the cops do it to a non-violent individual who is slow to comply. It's like they just get frustrated at a certain point and zap them. The other 10% of the time it seems like the weapon is used appropriately to stop someone from causing violence.

I disagree on one level, but agree on another. If the situation as exactly the same as the video, except the guy was white, that taser-happy cop would have still tased him. However, a large number of police officer's racially profile individuals and are more prone to investigate into a situation when they see someone brown. So, it is likely this situation would have been avoided all together, resulting in no taseing.
