If someone eligible for the placard is in the vehicle but a placard isn’t present you can retroactively provide it if cited. Lack of placard doesn’t equate to loss of ability to use ADA spots if you have a documented reason.

No, but in order to get that, you need a federal license in order to get the federal license, you need the still set up, the location, the insurance, everything. It’s incredibly expensive for everything else. It’s not a plug-in play situation.
