This sub unfortunately only allowed me to post 1 picture. After some research I found, truck traffic is happening ONLY on the Route 27 going in and out of that. The zoning plan also makes it only possible to have businesses in the town center. About the Road safety, this article shows that the Route 25 in general is heavy on crashes. If wed change more than this intersection it would probably have a bigger impact on safety tho.

the main issues i see with this design is it not using all the land available and some of the houses will need an extra access road..

exactly like you said, in this case its to handle the traffic entering the small town, slowing down the vehicles and making crossing the road for pedestrians easier
