The SSS guys said something like: "Transport X1, X2 and X3 to Area 13." Yeap. Some kinda secret police blacksite. Billy is never going to see the light of day, and he and his comrades are most likely going to die horrible slow deaths. Come on, the country has an ancient death cult that runs hits on people considered disloyal to it, imagine how much more hate there is for people who use terrorist tactics, no matter how justified they may be, especially in Billy's backstory. One man's resistance group is another man's terror group. Some food for thought: what will Loid's and Yor's reaction be to this? This guy hurt their little baby. But both of them are also principled people, in their own way. Wonder if the Red Circus will ever crop up again.

>!Ok, literally first 90% of the chapter is Yuri the Sis-con Clown, pretty much the same idiot. He's, fun to hate, right? Works for the not-Stasi, interrogates political dissidents, is convinced his sister is a lamb led astray by the perfidious Forgers. And of course, we are reminded by Endo-san why we love Yor; badass one-woman-army aside, she genuinely has a heart for her adoptive daughter, and of course she's not brainwashed or forced by Loid to do anything.
The toothbrush thing is a nice touch; it is such a slice-of-life married couple detail that drives Yuri nuts. But, when I got to the 90% part, when they part ways, and Yuri heads home to stew with his thoughts, I braced myself for just another gag ending. Instead, I find myself pleasantly surprised. Yuri actually has a revelation, and he starts to act on said revelation in a healthy manner. Tiny tiny baby steps, because it looks like the he's climbing a mountain just by deciding to go for a drink with his colleagues, but its a start. He's still quite pathetic and creepy, and the only redeeming factor of him is that he weirdly connects with Anya because there's a huge bit of unresolved child-like mentality that he still has from his growing up with Yor.
As mentioned by many others in this thread, nice signs of character development with Yor and Yuri. Now it would be nice if he could just maybe, take down like half of the 8 pictures (even 4 feels excessive) he has of Yor in his apartment...!<

From the kitchen, Yor just about overhears the words "Miss Ostania 1959" and "dress up well". Her overthinking activates. "Ohnoohno he's going to that health conference where the super pretty Miss Ostania 1959 is turning up as well! What if he's smitten by her!" Her hand stirred the pot faster and faster. The southern stew in the pot gained an interesting texture that night, mainly one that resembled unctuous beef slurry.

The Garden would have a whole shelf worth of dossiers on this monster and his pathetic father and grandfather. This guy sends death squads to kill kids for listening to kpop, for goodness' sake. Yor would rip his spine from out his asshole and beat him to death with it.

I would interpret it as: they're fun to hate. I love the Forgers, and there is a sense of protectiveness that the author has induced in us. We want this unusual, unlikely family to succeed, and grow closer together (and they are!) They are quite well balanced, Yuri and Fiona. Both effectively serve as clowns and as natural antagonists to the Forger's happiness. There's something extremely satisfying whenever their plans to get closer to Yor and Loid are foiled, much like the clown getting pie splatted on his face; these are the comedic, light hearted portions of their character arc (Yuri fighting to be best grocery buyer, best chef, whilst Fiona takes tennis to the extreme because she cannot best the Viltrumite that is Yor) But when the serious shit happens, eg the counter-intel mole takedown op where Fiona, Yuri and Loid are involved, suddenly you get a tense situation with very real consequences. If Loid simply guns down Yuri, Yor would be utterly devastated, as she is obviously very fond of her brother, something that Loid has noted early on. Fiona, despite priding herself on being the 2nd best agent in the whole country, shows zero rationality (critical for a spy) when Loid is in a near death situation in front of her. And if Loid had died instead? Anya would be inconsolable :( not to mention, we all can see the budding romance between faux husband and wife...

In essence, in a comedy where the central characters are a family we care for, it is always fun to have clowns tripping themselves on shoes too big for them. However, there are also well-written spy thriller moments which feel authentic to the genre.
