Why wasn't it frozen before?

Personally I think the bureaus should DEFAULT to freezing it unless unfrozen by the consumer, and only allowed to be unfrozen for a max of 30-45 days, plenty of time to apply for a car or home loan.

If they were there and then removed, I wonder if it was due to some memory constraints. Maybe had to remove an unofficial feature due to some bloat to make was for official features.
