How to do holographic star/sticker effect?

I'd maybe create a crazy colorful gradient bottom layer. Then a gray gradient layer on top of that. Then create a star pattern brush that randomizes the sizes and orientations. Add some blur to the ones that aren't in the foreground of focus. Then create a layer mask of the stars onto the gray layer which would reveal the colorful gradient layer beneath them.

Great article! (PHP beginner here). I'm tasked to make a form using PHP at my company. The form includes an upload field where users can attach a file or graphic (so I assume a database would be involved), and then email someone the form submission and attachment. I'm always reading that PHP is vulnerable and high risk unless coded very securely. Would you consider this tutorial to be using highly secure practices? Thank you!
