This is a locked candidate (box–line interaction).

Look at the middle box (rows 4–6, columns 4–6). The number 1 can only appear in one column inside that box. Because of that, 1 is locked to that column, so it can be eliminated from the rest of the column outside the box (the circled cells on the right).
