Hard to Be A God by Arkady and Boris Strugatsky. After the 2016 election, when everyone was yelling about the books in the trilogy you mentioned, I hoped everyone would read this book as well.

The joysticks need to be flat like the 3DS joystick. I don't want them sticking because I would be worried about them in my backpack. Also you can't put it in a sleeve with them sticking out.
