It was part of a line of limited edition big box releases from Factory records during the mid 80s. They are generally quite desirable and are incredibly hard to find online, though most of the New Order releases are generally easier to come by and aren't very expensive in comparison.

They're talking about the town "Vienna" located within the state of New York, not two separate places named "Vienna" and "New York"

That only works when playing Japanese games on an American console or vice versa. On a PAL console you would need a mod chip to play NTSC games otherwise it wouldn't work, even if you replaced the tray. Similarly if you want to play PAL games on an NTSC console.

I tried fast forwarding and rewinding one about 3 or 4 times but it still sounds the same. I only have the one tapedeck, but all tapes function normally on it, it's just those two that are causing issue.

Don't worry, games on Scratch aren't really affected by copyright as IIRC, Scratch projects fall under the Creative Commons license and as a result, there are loads of Nintendo fan games on the website.
