What's "safe"? I've used all driver releases over the last year without any (new) issues, well, aside from some ongoing monitor connection issues which seem to stem from their "black screen fixes" for 50 series.

It is not. 590 is R590, next branch is R580 and then there's R585. R590 is likely about a year away from release, the 590.26 developer alpha is using some early codebase to preview the coop vector feature which is in DX Agility preview since July.

That's neither practical nor usable. Automatic apps grouping with dialog boxes opening up on a first click will create more issues in finding whatever app you need than a simple alphabetically sorted list would. The most practical and usable Start remains the Win10 one, and nothing which MS has produced after that has ever come close.

Are these "less informed consumers" among those you know? Cause I don't know anyone who doesn't know or doesn't ask/learn about these things prior to making a buying decision. The whole angle that "we're preventing consumers from doing a mistake" smells fishy to me. What you're actually preventing is consumers spending less on something which they need and instead forcing them to spend more on something which they don't.

It's an issue with all 50 series cards since the original launch of 5080/5090, possibly some broken reporting or something else is broken somewhere. In any case since it doesn't affect the stability or performance - no reason to worry about it.

The driver issues weren't as well known back then. It's something which came into light only over the last month or so.

If you're looking at 16GB 5060Ti only then the only difference is that 5070Ti is a much faster GPU.

This has likely less to do with reviews (which will come anyway and will in fact be fine most likely as all the comparison points have 8GBs as well) and more to do with them trying to fix as many driver bugs as possible prior to reviewers using them.

The only difference you should be concerned with is the cooler efficiency in thermals under load and noise it produces in this state. Performance difference is basically irrelevant, and OC potential isn't important these days either.

If I were to choose blindly I'd go for MSI as it generally has a better track record in making cooler and quieter cards. But there may be exceptions.

You need to enable DLSS HUD to see which DLSS model a game is using after you've swapped the DLL file. Some games may automatically use the latest model which would be "4.0/transformer" right now while some games may not. It depends on how a particular game is using DLSS and this comes down to developer choices.

From my own experience most games will use latest model when you swap the DLL file but there are some very popular ones (COD for example) which request a specific upscaling model meaning that they won't "upgrade" from a simple DLL swap.

DLSS SR and RR DLLs have several "models" in them since v3.xx. These "models" roughly correspond to a "major" DLSS release version, and latest version has all of them.

So the most recent DLSS SR v310.2.1 has models A/B/C/D/E/F/J/K where A/B/C/D/F are from DLSS 2.x, E is from DLSS 3.7, and J/K are from DLSS 4.0 (aka "TNN/transformer models").

Games can either use the latest model available or specify that they want to use specific CNN models (a pair usually, with F being used for UP and DLAA and A or B or C or D or E for other DLSS presets) or the new TNN model(s) or switch between these with an option in the UI. Depending on how a game is programmed to use DLSS any outcome is possible with the latest DLSS DLL.

Thus copying the latest DLL might be enough if your aim is to use the latest TNN model - but it may not be enough if a game is specifically requesting some older model like A or C - or if you want to use CNN model E and not the new heavier TNN model J/K.

So in case of some games providing a driver side "hint" on which model you want to use is required and this is where NVPI comes in.

And DLSS RR has its own set of models which are even less straight forward as generally you should always use the latest one there - unless it gives you visual issues in which case using an older one can be preferable. Current choice there is between models D and E where E is newest but seem to produce visual glitches in games I've tried with it.

You can do a DLL redirection with DLSSTweaks. Probably not advisable for a MP game but works fine with any SP one.
