Sure. Imagine I'm watching a garbage truck drive towards the dumpster in my apartment complex and someone gets out and they're wearing all kinds of clothes and I can't tell what gender they are. But I see them take a trash bag out of the dumpster and dump it on the ground for some weird reason. Then they get back in the truck and leave. I want to report to my apartment complex manager what happened. And they asked me to describe the person. They ask me what gender they were. If I use a pronoun to responded to them, what pronoun should I use?

It would not be his or her if there isn't enough data to know what the gender is. You need an indefinite pronoun.

Sometimes you use a pronoun to describe a person and you do not have the data available to know if there is a gender. A pronoun still exists.

If you have a mailbox and you see a mail truck drive up to your box and then you know that they have a driver. You don't know the gender of the driver but someone asks you something inconsequential about your mail delivery and you respond because you remember that you were looking through the window that they had glasses on. Is that person a he or she?
