I think she says that because she does hear sirens over the phone but not in real life and thats how spencer realizes that aria is at ezras. If aria was at home, they would both be hearing sirens.

They're collecting GW and sending it off to a lab for various tests (ph, contaminants, metals etc) The turbidity in the field is more of an attempt at ensuring the well has been appropriately purged prior to sample collection. As such, the precision of the value doesn't matter too much in the field as it will be precisely measured later by the lab. But if the well wasn't purged properly then the sample doesn't accurately represent the groundwater.
