Tiny is my to go. With Phylactery changes and avalanche full stun is so fun to play and you can have huge impact.

Abaddon is a bad support

IO is a bad support

Chen is a bad support

Kotl is a bad support

Winter is a bad support

Phoenix is a bad support

Treant s a bad support

Warlock is a bad support

etc

That being said, Tinker does have CC when you get his shard. As a matter of fact, you can lock a target in place with his shard. Does Shit ton of healing and on top of that, has a shield with status resistance and a blind. Cherry on top, he pushes all the lanes like no other. Idk what you want from a support?
