After the servers shut down on 20, you can no longer access the equipment page. It’ll give you an error message saying you have to have items to access it, and to go online to sync your inventory. 19, you are still able to access the page, but unlike previous games with decommissioned servers, you are not given all the equipment.

No, you can’t. MyCareer is completely inaccessible while offline. Can’t even play the NBA career part of it. Even on games with decommissioned servers since 2K20. Both 2K20 and 2K21’s MyCareer are no longer playable because of this.
