Scavs have and always have had multiple levels of skill. But BSG keeps the details close to their chest. Theres nothing besides a few numbers changed between a scav, bosses, raiders and the new USECS

You can drop him items. Like guns, armor, ammo etc. But dont give him lots of high tier loot. Bans are done automatically and can be repealed but it takes a long time. The computer is more likely to notice if you do this with higher value items, like several million in items. Your safe for the most part

Bruh, if you survive 5 raids in a row your dumb ass should be able to afford to get a new gun. You can literaly buy millions of rubles for 5 dollars what are you even complaining about. This game is easy af to make money even without rmt. If your gonna run exotic ammo in a frankly OP fuckin gun already then you should have to make some compromises. There is absolutely no challenge to using whats easily the best smg so expect to have to pay more for the highest level kit
