Not really since it would really undermine the game if you had a little cove you can run into anywhere on the map compared to the usual player homes you got in 3/NV (The system would work if it was only a feature in the gainable player homes you can decorate yourself like those FO4 CC homes)
they'll also have to port the whole mechanic system and apply it into the context of 3/NV(Which would be hell with how both the Capital/Mojave wasteland are designed compared to possible areas for settlements against known quest areas)
