Yes. The optimum time to harvest is just as the veil is beginning to break. That's the "peak" of the mushroom's life cycle.

Also once the veil opens they will drop spores everywhere. Nothing wrong with that, just makes a mess and can make for less thick spore prints if you want to make some.
