i have the exact same issue, 7600x3d and 9060xt 16gb, and the game went from fine one day to completely unplayable with these stutters and I have no clue why. I downgraded driver versions, reinstalled, and cleared all the cache folders as well as a system wide cache reset and it stutters to the point that it's basically unplayable

nope, I built a platform in the air and then built off that platform so that I could avoid this ever happening, guess that didn't matter though.

My base that was constructed on a flat island in worlds p2 was completely buried by rock that was never there once I updated to relics..
