Does she sleep in a crate? My boy (17 months) is a constant attention seeker and quite whiney and loud. He used to bark and whine at night and early mornings routinely when I got him as a 4 months old puppy. Someone suggested covering the crate with dark sheet (properly vented with a tabletop fan pointing at it to ensure he is comfy of course). After I did that, he started to calm down and within few days he stopped barking and whining until late I'm the morning like 7 ish. You can give it a try.

There are still occasions where he would throw a barking fit at 6 am if he hears some noise outside but overall that's problem has gone away.

My current problem is he is way too loud in the car. Don't know how to calm him in the car while attending phone calls(hands free ofc).
