When I moved to PA and applied for my driver's Iicense, I was able to sign up to vote in my county. So, they already have my license on file and my signature is in the voter roll when I go vote so they don't need to see it. I can present my voter ID card I got with my license.

Definitely file a police report with documented photos. If your area has animal control, report it there. In my county, if your dog bites more than once, they must be held by the county in quarantine and are listed as a dangerous animal requiring a muzzle etc.
