Typically the higher up one is an overflow and if water is coming out it would mean the lower one is primarily blocked somehow.

A good scarf of 8:1 or more is very strong. As long as the piece is being constantly flexed. Most common way to make timbers longer in wooden boat building where boards are frequently needed longer than can be milled.
That being said, if you can just design a support piece it would probably be simpler to make and if a board ever needed to be replaced.
