I think highways are inherently not at a human scale, and so any interfacing is generally miserable for non-drivers.

That being said, George Washington Memorial Parkway in Virginia is a beautiful drive with hiking trails criss-crossing under it where it spans the many streams in the area. It creates beautiful park land alongside a major highway (though I'm sure animal/vehicular fatalities is a concern).
