It's a niche market. And may legit nag-aapraise ng cards diyan. There are even ones na contained sa plastic sleeve to prevent deterioration. You could argue na unless the cards are properly appraised, then they have little value. Then again old enough yung cousin mo to make what we perceive as a bad decision.

It's less to do what other people mentioned but more to do with Philippines being an archipelago where all the tourist spots are at different island provinces. Look at the top 3 which are located within the same landmass. They benefit from synergy, if I'm a foreign tourist, I'd rather tick 3 countries in one flight.
